Winona Police Department
1:05 p.m. — A woman reported the theft of a hard drive from a vehicle on the 150 block of East 2nd Street.
5:01 p.m. — Joseph Charles Zacher, 40, of Winona was cited for theft from Walmart.
10:29 p.m. — A woman from Hayward, Wis., reported that someone rummaged through her car parked in the movie theater parking lot and took items while she was in the theater.
12:50 a.m. — Terry Allen Oldham, 53, of Winona was arrested on suspicion of third-degree drunk driving and fifth-degree possession of a controlled substance. Officers pulled Oldham over for failing to stop at a stop sign and failing to signal multiple turns. During the stop, his blood alcohol concentration was recorded as 0.15. In his billfold, 0.65 grams of a suspected controlled substance was found, which tested positive for methamphetamine.

7:13 p.m. — Blaine Brent Wicks, 50, of La Crosse, was injured in a roll-over vehicle crash on I-90, near mile-marker 272. Wicks was traveling southbound in a 2017 Dodge Ram when his truck left the roadway and entered the median. Alcohol was not involved. Wicks was wearing a seatbelt.
11:56 p.m. — Jamie Shults, 46, of North Liberty, Iowa, was arrested on suspicion of fourth-degree drunken driving after officers pulled him over for speeding on Hwy. 76 and County Road 12. Shults showed signs of impairment during the traffic stop. His blood alcohol content was recorded at 0.12.
1:49 a.m. — Garrett Folkert, 20, of Plainview, Minn., was cited for underage drinking during a traffic stop on Hwy. 76 and County Road 12.
6:02 p.m. — Officers investigated a bag of suspected controlled substances found on the side of Hwy. 43 in the 2500 block. The substance tested positive for methamphetamine. The substance was collected and will be disposed of.
8:30 p.m. — Officers received a traffic complaint of a driver on Hwy. 14 moving in and out of his lane. Caller provided the license plate information of the vehicle. Officers located the vehicle driven by Blake Charles Dahl, 29, of Lewiston, Minn. Dahl showed symptoms of alcohol use with blood-shot eyes, slurred speech and the inability to pass a field-sobriety test. Dahl was arrested on suspicion of third-degree drunk driving. His blood alcohol content was recorded at 0.11.
