The Winona County Board of Commissioners met in the Commissioners Room on the above date with
Commissioner Marie Kovecsi; Commissioner Marcia Ward; Commissioner Steve Jacob; Commissioner Greg
Olson; Commissioner Chris Meyer; County Administrator Ken Fritz; Assistant County Attorney II Preston Selleck;
Finance Director Pat Moga; Assistant County Administrator/Personnel Director Maureen Holte; Sheriff Ron
Ganrude; Chief Deputy Sheriff Jeff Mueller; Emergency Management Coordinator Ben Klinger; PSAP Supervisor
Jenifer LaValla; County Engineer Dave Kramer; Community Services Supervisor Karen Sanness; AuditorTreasurer Sandra Suchla; Executive Assistant Heidi Hund. Chairperson Kovecsi called the meeting to order
at 7:00 PM.
Public comments were heard by Justin Greene, 466 Chestnut Street, Winona, regarding a resolution to
begin the process of a County Jail. Rita Young, 10229 County Rd 41, Plainview, regarding discussion of the
USDA Dairy Census. Amy Cordry, 26006 County Road 9, in support of the animal unit cap. Bob Shell, 203 First
Avenue SE, Altura, in support of removing the animal unit cap. Rich Mikrut 1355 Grandview Court, Goodview,
in support of removing the animal unit cap. Johanna Rupprecht, 460 East Mark Street, Winona, in support of
the animal unit cap. Becky Clark, 18635 County Road 114, Rollingstone, in support of removing the animal
unit cap. Cliff Thompson, 27498 County Road 29, Lewiston, in support of removing the animal unit cap. Bruno
Borsari, 260 Liberty Street, Winona, in support of the animal unit cap. Marcia Ward read into record a letter from
Neil Broadwater, Winona, regarding Winona County agriculture. Glen Groth, regarding discussion of the USDA
Dairy Census.
Approved the County Board minutes dated July 9, 2019.
Approved the agenda as presented.

Took a short recess from 8:38 p.m. to 8:45 p.m.
Commissioner Olson called the question.
At a future Working Session, will invite the EDA Chair, University of Minnesota-Extension, with a dairy emphasis,
and SWCD, with an environmental viewpoint, to discuss interpretation of the dairy census.
Adjourned the County Board meeting at 10:23 p.m.
