The Winona County Board of Commissioners met in the Commissioners Room on the above date with
Commissioner Marie Kovecsi; Commissioner Marcia Ward; Commissioner Steve Jacob; Commissioner Greg
Olson; Commissioner Chris Meyer; County Administrator Ken Fritz; Assistant County Attorney III Stephanie
Nuttall; Finance Director Pat Moga; Assistant County Administrator/Personnel Director Maureen Holte;
Community Services Director Karen Sanness; Office Services Supervisor Kendra Mann; Executive Assistant
Heidi Hund. Chairperson Kovecsi called the meeting to order at 6:58 PM.
Public comments were heard from Sam Sasser, 978 Gilmore, speaking on behalf of American Legion Post 9,
VFW Post 1287 and Winona County Veterans, thanking the County Board for donating funds from the sale of the
Winona County Veterans Van.
Approved the County Board minutes dated October 8, 2019.
Approved the agenda as presented.
Approved the following Consent Business:
Approved LG220 Gambling Application for Exempt Permit for Winona Root River Pheasants Forever.
Approved LG220 Gambling Application for Exempt Permit-Bluff Country Chapter of the Minnesota Deer
Hunters Association.
Approved Minnesota Department of Health (MDH) Master Grant Contract for Community Health
Boards.
Approved Toward Zero Deaths (TZD) Safe Road Project Grant Agreement and Resolution for 2020.
Approved Amendment to Grant Contract GRK%134201 Early and Periodic Screening, Diagnosis and
Treatment Administrative Services to Medical Assistance Eligible Children Birth Through 20 Years of Age.
Approved Monthly Resolution.
Approved Service Agreement Between Winona County and Family & Children's Center for Safe Visitation
Services.
Approved Renewal of Service Agreement with Minnesota Family Investment Program (MFIP) for
2020-2021.
Approved Agreement for the Transportation of Children and Youth in Foster Care Placement with Winona Area
Public Schools, ISD #861.
Accepted Certificate of Performance and Authorize Final Payment for SAP 085 030-016.
Accepted Certificate of Performance and Authorize Final Payment for SAP 085-605-022 & SAP 085-608-009.
Accepted Certificate of Performance and Authorize Final Payment for SAP 085 612-030 and CP 1715.
Approved Toward Zero Deaths (TZD) Enforcement Grant Agreement and Resolution for 2020.
Approved Resolution for Donations Received 7/1/2019-9/30/2019.
