The Winona County Board of Commissioners met in the Commissioners Room and virtually on the above date
with Commissioner Marie Kovecsi; Commissioner Marcia Ward; Commissioner Steve Jacob; Commissioner Greg
Olson; Commissioner Chris Meyer; County Administrator Ken Fritz; County Attorney Karin Sonneman; Finance
Director Pat Moga; Assistant County Administrator/Personnel Director Maureen Holte; Jail Administrator Steve
Buswell; Chief Deputy Sheriff Jeff Mueller; Detention Deputy Doug Stokes; Emergency Management Coordinator
Ben Klinger; Health and Human Services Director Karen Sanness; Sustainability Coordinator Anne Morse;
Executive Assistant Heidi Hund. Chairperson Ward called the meeting to order at 9:00 AM.
Public comments were heard from George and Kim Karr regarding the solar energy system; Chuck Beisner,
supporting solar energy system; Naomi Schaller, Holmen, WI, regarding Harter’s 5-year contract extension; Eugene
Hanson, 26396 County Rd 12, opposing solar energy system; Rebecca Faas; 32786 County Rd 1, opposing solar
energy system; Kelly Shapiro, 32754 County Rd 1, opposing solar energy system; Mary Jo Klinkner, 156 E. Broadway,
opposing new jail; Claire Richards, 1257 W. Lake Blvd., opposing new jail; Jayston Seeling, Hamilton St., opposing
new jail; Kimberly Thielen-Cremers, 625 Roberts St., St. Paul, regarding Gypsy Moth information; Andy Bauer;
647 Gilmore Ave., opposing new jail; Bekky Vrabel, 359 Ewing St., opposing new jail; Katie Mueller-Freitag,
26743 County Rd, opposing new jail; Audrey Helstad, 32882 County Rd 1, opposing solar energy system.
Approved the County Board minutes dated March 23, 2021.
Acknowledged the Planning Commission minutes dated February 18, 2021.
Acknowledged the Approved Extension Committee minutes dated December 10, 2020.
Approved the amended agenda by moving Consent Business items 6.3, 6.5 and 6.1 to General Business items
7.00, 7.01 and 7.02, respectively.
On motion of Commissioner Jacob and seconded by Commissioner Meyer, to approve the following
Consent Business:
Approved Amendment No. 7 to Computer Assisted Mass Appraisal Agreement and Property Tax Agreement.
Approved Resolution to Increase Sheriff’s Department Change Fund.
Approved Contract with American Exchange to Assist with COVID-19 Vaccine Administration Billing.
Approved Renewal of Agreement with Family and Children’s Center for Intensive Tracking Services.
Approved Changes and Adding CSAH 10 Resurfacing to the 2021 Road and Bridge CIP.
Approved Amended 5-Year Extension of Contract with Harter’s Quick Clean-up Inc. for Recycling
Collection Services.
Approved 2021 Toward Zero Deaths Speed and Aggressive Driving Enforcement Agreement.
Confirmed Payment of Disbursements.

Approved Conditional Use Permit for George and Kimberly Karr Revocable Trust and Solar Club 23 for
a 1-Megawatt Solar Energy System by adding 2 conditions to the Findings of Fact to include Solar Club 23
and Excel Energy burying utility poles and if Excel Energy cannot bury their utility poles, they would complete
additional landscaping.
Received Update from Engage Winona Executive Director, Brian Voerding.
Approved 2020 Year-End Feedlot Program Review and the 2020 Annual Report and Performance Credit Report
from Feedlot Officer, Carly McGinty.
Took a short break from 10:37-10:42.
Commissioner Ward passed the gavel to Commissioner Meyer.
Denied holding Public Hearing prior to voting to Approve Klein-McCarthy Schematic Design of Proposed Jail
and Authorize Next Phase. Commissioner Meyer called the question.

Tabled Receiving Report Regarding Public Data Request until the County Attorney is present.
Requested to receive a report from Bluffland Whitetails Association regarding hunting and Chronic Wasting
Disease.
Amended the request to include receiving reports from all groups that have information on hunting and Chronic
Wasting Disease as it would pertain to sharp shooting on Winona County property.

Appointed Jay King to the Parks and Environment Advisory.
Appointed Gregory Borcherding to the Economic Development Authority.
Received Monthly Finance and Budget Update for February 2021 from Finance Director, Pat Moga.
Approved Request from University of Minnesota Extension.
Added an approve or deny future agenda item to discuss recommending the Planning Commission add
reviewing the Solar Ordinance to the Planning Department’s list of discussion topics.
Recessed to Closed Session, Pursuant to Minn. Stat. Section 13D.05, subd. 3(c)(3) to Consider Potential
Purchase of land at 120 Washington Street at 12:40 p.m.
Adjourned the County Board meeting at 1:18 p.m.
