SESSION HELD March 23, 2021
7:00 PM WINONA COUNTY BOARD ROOM

These published proceedings are incomplete in that they simply
summarize the actions of the Winona County Board. A complete copy of

be examined by the public.
The Winona County Board of Commissioners met in the Commissioners
Room and virtually on the above date with Commissioner Marie Kovecsi;
Commissioner Marcia Ward; Commissioner Steve Jacob; Commissioner
Greg Olson; Commissioner Chris Meyer; County Attorney Karin Sonneman;
County Administrator Ken Fritz; Finance Director Pat Moga; Assistant
County Administrator/Personnel Director Maureen Holte; AuditorTreasurer Sandra Suchla; highway Engineer Dave Kramer; Planning and
Environmental Director Kay Qualley; Executive Assistant Heidi Hund.
Chairperson Ward called the meeting to order at 7:00 PM.
Public comments were heard from Richard Bagniewski, 24668 E. Burns
Valley Rd., regarding property tax increase; Amy Cordury, 26006 Cty Rd 9,
regarding CWD and support of DNR deer culling; John Zanmiller, Bluffland
Whitetails Association, St. Charles, regarding CWD and support of DNR
culling deer; Brandon Czaplewski, 24312 Pfeiffer Hill Rd, opposing DNR
deer culling.
Approved the County Board minutes dated March 9, 2021.
Acknowledged receipt of the Whitewater Joint Powers Board minutes
dated - December 16, 2020.
Acknowledged receipt of the Planning Commission minutes dated
December 17, 2020.
Acknowledged receipt of the Parks and Environment Advisory
Committee minutes dated January 5, 2021.
Approved the amended agenda by moving Consent Business item
6.9 to General Business item 7.01.
On motion of Commissioner Jacob and seconded by Commissioner
Olson, to approve the following Consent Business:
Approved Resolution to Place Special Assessment on Real Property.
Approved Minnesota Department of Human Services Amendment No. 1
for Grant Contact No. 173184 Children’s Mental Health Respite Care
Services.
Approved Monthly Resolution.
Approved Partnering Agreement with State of Minnesota Information
Technology Services for Lidar Project.
Approved Agreements and Resolutions for State Local Bridge
Replacement Program Grants for CSAH 5 and CSAH 26 Bridges.
Approved Resolution for Parking Restriction on CSAH 23 Near Hwy 14.
Awarded Bid for CSAH 25 Reconstruction and Surfacing to Dunn
Blacktop Company.
Awarded Bid for CSAH 37 Resurfacing and Culverts to Dunn Blacktop
Company.
Approved 2021 Solid Waste Hauler and Facility License Applications.
Approved Additional Funding Resolution for Toward Zero Deaths
Enforcement Grant.
Approved Closing Fund 32-2010A Bond and Transfer Remaining Funds
to Fund 33-2020A Bond.
Confirmed Payment of Disbursements.

Added an approve/deny future agenda item to discuss gathering
additional information from Bluffland Whitetails Association, regarding
Chronic Wasting Disease at the April 13, 2021 County Board meeting.
Adjourned the County Board meeting at 7:55 p.m.
