The Winona County Board of Commissioners met in the Commissioners Room and virtually on the above
date with Commissioner Marie Kovecsi; Commissioner Marcia Ward; Commissioner Steve Jacob; Commissioner
Greg Olson; Commissioner Chris Meyer; County Administrator Ken Fritz; County Attorney Karin Sonneman;
Finance Director Pat Moga; Assistant County Administrator/Personnel Director Maureen Holte; Assistant County
Attorney III Stephanie Nuttall; Sheriff Ron Ganrude; Chief Deputy Jeff Mueller; Planning and Environmental
Services Director Kay Qualley; Zoning Administrator Eric Johnson; Health and Human Services Director Karen
Sanness; Executive Assistant Heidi Hund. Chairperson Ward called the meeting to order at 7:00 PM.
Public comments were heard from Tova Strange, Winona, opposing new jail; Paul Mahesky, U.S. Army Corps
of Engineers, regarding Homer sand pile; Bruno Basari, 260 Liberty St., opposing new jail; Lavante Thompson,,
707 E. 3rd, opposing new jail; Andy Bauer, 640 Gilmore, opposing new jail; Scott Makstenieks, opposing new
jail; Jayston Seeling, Hamilton St., opposing new jail; Tyler Treptow-Bowman, 719 Grand St., opposing new jail;
Mary Jo Klinker, 156 E 6th, opposing new jail; Maurella Cunningham 387 Dresser Dr., opposing new jail; Claire
Richards, Winona, opposing new jail; Elle Newman, Winona, opposing new jail; Bonnie Hemmick; 805 E 2nd,
opposing new jail; Julie Chiasson, Liberty St., opposing new jail; Katherine, 150 Pleasant Hill, opposing new jail;
Marcia Ward, 30978 Four Farms Road, Dakota, regarding Winona Post article.
Approved the County Board minutes dated November 24, 2020.
Amended the agenda by moving Consent Business items 7.11 and 7.12 to General Business items 8.01
and 8.02.
Approved the following Consent Business:
Approved 2021 County Board Meeting Schedule.
Approved Professional Services Agreement for Legal Services in the Attorney’s Department.
Approved Professional Services Agreement with Live Well Winona and Statewide Health Improvement
Partnership Coordinator.
Approved Purchase of Digital Poster for Child and Teen Checkup Outreach Advertising.
Approved Grant Contract for Children’s Mental Health Screenings, Assessments, and Referrals for Diagnostic
Assessment and/or Treatment.
Approved Renewal of Purchase of Service Agreement with Frederick Guardianship Services, LLC for
Guardianship/Conservator Services.
Approved Renewal of Grant Agreement with City of Winona Through Winona Friendship Center for Advocacy,
Information and Referral Services to Senior Citizens.
Approved Renewal of Cooperative Agreement for Collaborative Resources Education Technology (CREST) for
2021-2022 to Provide Adult Mental Health Services.
Approved Minnesota Department of Human Services Grant Contract for Early and Periodic Screening,
Diagnosis and Treatment Administrative Services to Medical Assistance Eligible Children Birth Through 20 Years
of Age.
Approved Resolution Requesting Speed Zone Study on CSAH 25 at Minneiska.
Approved Resolution for 2021 Sheriff’s Uniform Allowance.
Authorized Auction Site of Excess Equipment.
Approved Governmental Bonds Post-Issuance Compliance Policy and Procedure Related to 2020A Bond
Issuance and Ability to Delegate/Assign Compliance Responsibilities.
Approved Special Benefit Tax Levy Resolution and Approve Budget for Fiscal Year 2021.

in Homer Township. At the recommendation of Assistant County Attorney Nuttall, a revised draft of the Finding
of Fact shall be brought back for approval at the December 22, 2020 County Board meeting.
Opened the Public Hearing for 2021 Budget, 2021 Fee Schedule and Transportation Sales Tax Projects at
8:10 p.m.
No public comments were heard.
Closed the Public Hearing for 2021 Budget, 2021 Fee Schedule and Transportation Sales Tax Projects
at 8:11 p.m.
Tabled Discuss and/or Appoint Citizen Advisory Committee Volunteers until a new Chairperson is seated at
the January 5, 2021 County Board meeting.
Approved Discussion of a Smaller Jail Size.
Approved Recommendation for Elected Officials 2021 Compensation, including 2.5% of the average.
Adopted Resolution A for Commissioners 2021 Salaries.
Added second SEMMCHRA seat to the Citizen Advisory recruitment process.
Received Monthly Finance and Budget Update for October 2020 from Finance Director Pat Moga.
Added an approve/deny future agenda item for a conversation regarding social and criminal justice services
to the December 22, 2020 County Board meeting.
Added a request for the County Attorney to work with the Minnesota Attorney General’s Office regarding
potential open meeting law violations that may have happened on the Winona County Board.
Adjourned the County Board meeting at 9:29 p.m.
