The documents detail a party in March, when the men had sex with the girl in the basement bathroom of an apartment in the 1750 block of West Wabasha Street. Bill Joseph Bakkum, 18, and William Conner IV, 18, were each charged with third-degree criminal sexual conduct and have been summoned to appear in court Jan. 15.
Hector Valenzuela, 20, was charged previously and convicted of criminal sexual conduct and sentenced to six years and three months in prison for his role in the sex act. A fourth man, Terry Carlton Ross, 31, had sex with the girl on an earlier occasion and was charged in April with third-degree criminal sexual conduct. A motion hearing in his case is scheduled for Jan. 15.
The girl told police in April that she had been dating Conner and had sex with him, Bakkum and Valenzuela at the party, according to criminal complaints. Conner confirmed her story to police and said no force was involved, according to the documents. Bakkum denied involvement, court documents show.
Conner’s father, William Conner III, 50, was charged last week with selling marijuana from the same apartment where the sex took place. In April and July, the elder Conner sold marijuana to a police informant under the street name “Big Folk.” He was charged with three counts of selling the drug, including two enhanced felonies because the sales took place in a public housing zone. Michelle Lyn Conner, 32, was also charged last week for selling marijuana from the same apartment.
Another criminal complaint made available Tuesday details a brawl in April on the concrete stairs in front of an apartment in the area, in which Bakkum “came out of nowhere” and assaulted four people, severely injuring one of them. He pushed one victim, who fell down the stairs, fractured her left tibia and partially dislocated her kneecap, which required surgery and two metal plates to repair, court documents show. Another victim was thrown to the ground, hit his head on the concrete and suffered a concussion with a loss of consciousness, medical records state. According to the complaint, a third victim got the “wind knocked out” of him and a fourth victim’s head was bruised. Bakkum was charged this month with three counts of misdemeanor assault and one count of felony assault causing substantial bodily harm.
