Robert Allen Ramm, 44, of Winona called police about 3:17 a.m. from the Kwik Trip convenience store at Sixth and Mankato streets to report someone had punched out a window in his car.
When police arrived, they observed Ramm behind the wheel of his vehicle and suspected he was intoxicated. Police said Ramm admitted to consuming alcohol before he called but refused to take a blood-alcohol test after he was in custody.
Ramm was cited for second-degree test refusal and third-degree driving while intoxicated. He remained in jail Saturday at the Law Enforcement Center.
The window incident is under investigation, police said.
