But Judge Kathleen Gearin says 25-year-old David T. Mahoney still faces a charge of terroristic threats.
Mahoney was accused of throwing the bag off the John Ireland Bridge and onto Interstate 94 during the first day of the convention.
Gearin ruled Thursday that a charge of second-degree assault is dismissed. She said an assault charge can't be sustained because there are no named victims in the complaint.
A spokesman for the Ramsey County Attorney's Office said law enforcement believes they can provide the names of at least one victim and reinstate the assault charge.
