12:32 p.m. — Police were dispatched to an apartment at 720 E. Belleview St. and met with a 38-year-old man who said he was punched once in the face by Vincent Thomas Starks, 46, of Winona. The victim said he and Starks were at a mutual friend’s house when Starks dragged him off a couch, punched him in the face and tossed him outside. After receiving statements from both parties, officers mailed a citation for misdemeanor assault to Starks.
Wednesday
3:30 p.m. — Employees for Fleet Farm at 920 E. Highway 61 observed Maria Hristova Evans, 57, of Buffalo City, Wis., walking around the store eating a package of French Twists pastries. She stashed the nearly-empty box in the pet food aisle and attempted to leave the store without paying for the $2.39 product. She was stopped by employees and cited by police for theft by shoplifting.
6:34 p.m. — A 65-year-old Winona man reported his 1983 Lund fishing boat with 50-horsepower Mercury motor and boat trailer with license plate 8259EQ stolen sometime between Monday and Wednesday from the Prairie Island Campground. The total value of the items is about $3,000.

12:07 a.m. — A deputy running radar at County Road 18 and East Main Street in Utica stopped a vehicle with a burned-out license plate light. The driver, Charles Patrick Pasche, 40, of Altura, appeared intoxicated and was arrested. A breath test at the jail found his blood-alcohol concentration to be 0.14 percent. He was charged with gross misdemeanor drunken driving because of a prior drunken driving conviction in 2004.
