" Uh, Joe Blow, it's already illegal to text and drive in the state of Minnesota. The problem is, it wasn't publicized very well so few people actually know it.
I would say make it illegal for people under 21 to drive and talk on the phone, because most drivers older than that can actually handle talking and driving.
The only problem is that it is extremely hard to enforce, because I would imagine they would have to have some other reason to pull a driver over other than that they "looked under 21 and were on a cell phone." Much in the way the seatbelt law is hard to enforce. "

" It's about time somebody starts taking action to address this hazard on the roads. I would take it a step further and not make exceptions for hands-free cell hones. Its a no-brainer that a driver needs both hands to safely operate a motor vehicle. But the distraction of phone call is equally dangerous. The other day i watched a 20-something young female *driver* dialing her phone (or texting!) while making a left turn through an intersection! Time for the state gov. to make this statewide. "
