Friday
1:07 a.m. — Police stopped Jacob Daniel Vogel, 23, of Winona, in the area of Fourth and Market streets for excessive acceleration and squealing his tires. Vogel appeared intoxicated and was arrested. He was charged with drunken driving and no proof of insurance. His blood-alcohol concentration was 0.15 percent.
2:08 a.m. — Michael Wayne Knott, 39, of Winona was stopped on Fifth Street near Johnson Street because fuzzy dice on his rearview mirror obstructed his vision. Knott was cited for misdemeanor drunken driving and no insurance with a blood-alcohol concentration of 0.10 percent.
Saturday
12:49 a.m. — Police stopped Michael John Mendez, 18, of Winona, in the area of Broadway and Johnson streets for speeding. Mendez failed field sobriety tests and was arrested. His blood-alcohol concentration was 0.13 percent, and he was charged with misdemeanor drunken driving and speeding. A passenger in his car, Gary Allen Quackenbush, 18, of Winona, was cited for possession of a small amount of marijuana and possession of drug paraphernalia. Another passenger, a 16-year-old Minnesota City boy was cited for underage drinking and violating curfew.
Sunday
2:10 a.m. — Andrew Michael Fox, 25, of Rollingstone, Minn., was stopped in the area of Wabasha and Pelzer streets for weaving and crossing the centerline. He was arrested and charged with drunken driving after a breath test found his blood-alcohol concentration to be 0.14 percent.
5:18 a.m. — A woman reported Eric Ordell Johnson, 27, of Winona, assaulted her at her home on Randall Street by slapping her about five times in the head and punching her in the nose at about 2:30 a.m. The woman received medical attention for a possible broken nose and Johnson was arrested on suspicion of domestic assault and terroristic threats.

Thursday
9:52 p.m. — A deputy smelled marijuana in a car during a traffic stop on U.S. Highway 61 just south of Winona and found a small amount of the drug inside. A 16-year-old boy and a 16-year-old girl, both of Winona, were cited for possession of a small amount of marijuana.
Friday
11:20 p.m. — A deputy on patrol in the John A. Latsch State Park campground south of Minneiska, came across several teens that had been drinking. Five boys, ages 16 and 17, a 15-year-old girl, Lori Yang, 19, and Ethan Kohner, 18, all of Winona, were cited for underage drinking. Logan Englerth, 18, of Minor Valley, Minn., was cited for possession of drug paraphernalia.
Sunday
12:10 a.m. — Mindy Lee Kessler, 29, of Lewiston, Minn., was stopped on U.S. Highway 14 west of Stockton for speeding. A sheriff’s deputy noticed Kessler had been drinking and arrested her. A breath test at the jail found Kessler’s blood-alcohol concentration to be 0.17 percent. She was cited for misdemeanor drunken driving and released.
