1:30 a.m. — Police cited Brian Andrew Ploessl, 25, of Casville, Wis., for public urination after an officer observed him standing facing a fence in an alley near the 200 block of Third Street.
Initially, Ploessl told the officer he spilled beer on his pants when an officer noticed a wet spot but later admitted to urinating in public.
2:23 a.m. — Police pulled over Rachel Therese Schromen, 20, of Winona for having too many air fresheners hanging from her car’s rearview mirror. Police smelled alcohol on her breath and administered a blood-alcohol test that showed her blood-alcohol concentration at 0.037 percent. She was cited for underage drinking and driving and minor consumption.
3:26 a.m. — Police responded to Second and Chatfield streets, where a vehicle had run over a street sign and found Kyle Douglas Timmerman, 20, of Winona, at the scene. He admitted to drinking and driving, and a blood-alcohol test later showed his blood-alcohol concentration to be 0.2 percent. He was cited for third-degree driving under the influence and underage drinking.
5:40 a.m. — Police responded to an apartment in the 700 block of Second Street on a complaint of loud music. Officers could hear music coming from the apartment of Shelly Ann Campbell, 50, of Winona. Officers found her intoxicated inside the apartment, where the music was coming from a kitchen radio. She told police she was celebrating her birthday alone and was cited for loud music.
10:52 p.m. — Police responded to the 1700 block of Seventh Street after witnesses called in a report of two men trying to start a parked car on fire. Police arrested Demond Earl Frierson, 26, of Chicago, after they found lighter fluid on the car and burned packaging material and a burned
$1 bill near the car. Witnesses told police they’d seen Frierson spraying lighter fluid on the 1986 Chevy Celebrity. Police arrested Frierson on attempted third-degree arson and gross misdemeanor false identification for originally giving police a false name.

8 p.m. — Two boats collided near Lock and Dam 5 near Fountain City, Wis. The boaters suffered minor injuries.
