9:38 p.m. — Police pulled over John Joseph Schneider, 26, of Winona on his moped in the area of Broadway and McBride streets after he threw a lit cigarette on the ground. Schneider appeared intoxicated and failed a preliminary breath test. He was arrested and another breath test at the jail found his blood-alcohol concentration to be 0.14 percent.
Schneider was referred to the county attorney’s office for charges of drunken driving and no proof of insurance.
Wednesday
9 a.m. — Griffin Construction crews reported someone unplugged electrical equipment at their site in the Cobblestone Creek development on County Road 17. Police have no suspects.
9:15 a.m. — Allen Smith, 26, of Winona turned himself in to the Law Enforcement Center after an 18-year-old woman reported he assaulted her around 2 a.m. Tuesday in the 450 block of East Sanborn Street.
The woman said Smith grabbed her throat and hit her in the face, bloodying her nose and bruising her neck.
Smith was taken into custody and referred to the county attorney’s office for charges of assault, domestic assault by strangulation, false imprisonment, interfering with a 911 call and terroristic threats.

12:29 a.m. — A deputy pulled over Lonnie Joe Dishinger, 40, of Cresco, Iowa, after he was seen speeding and drifting over the centerline several times on Highway 61 in Winona.
Dishinger failed field sobriety tests, was arrested and supplied a breath test at the jail that found his blood-alcohol concentration to be 0.10 percent.
Police impounded his car and found a bag with a small amount of marijuana in it. Dishinger was referred for charges of second-degree drunken driving and possession of a small amount of marijuana in a motor vehicle.
