Winona

Tuesday
2 a.m. — Police encountered Tyler Francis Winters, 20, of Alma, Wis., in the 100 block of West Wabasha Street. A portable breath test found Winters’ blood-alcohol concentration to be 0.125 percent, and he was cited for underage drinking.

Winona County

Friday

6:40 p.m. — A deputy westbound on Broadway in Winona recognized John Paul Mercier, 30, of Goodview headed the other way. The deputy knew a warrant was out for Mercier’s arrest and U-turned to pull him over. Mercier refused to stop and ran at least one stop sign before pulling over in the area of Fifth and Lee streets and fleeing on foot. Mercier stopped after the deputy threatened to release a K9 unit after him. Mercier was arrested and transferred to the Goodhue County Jail on a felony drug possession warrant and was referred to the Winona County Attorney’s Office for charges of fleeing police in a motor vehicle and on foot and for running a stop sign.

Saturday

5:28 p.m. — The Winona County Water Patrol stopped a boat on the Mississippi River near Lock and Dam 5A because a registration sticker was not placed on the boat properly. The driver smelled of alcohol and showed other signs of being intoxicated. Sean Michael Waterbury, 24, of Rochester, Minn., was arrested and brought to the jail, where a breath test found his blood-alcohol concentration to be 0.13 percent. Waterbury was cited for boating while intoxicated and released.
