Winona

Saturday
11:58 p.m. — Police on routine patrols spotted several people on Ninth and Center streets carrying a reflective portable street barricade used for the Steamboat Days parade. They took off without the barricade to a nearby apartment on West Ninth, where officers caught up with them.

Adam Joseph Hurley, 20, James William Danielson, 20, Trevor Wesley Cyphers, 19, all of Chatfield, Minn., and Patrick Joseph Bray, 19, of Wykoff, Minn., received underage drinking citations.

Winona County

Friday

11:10 p.m. — A citizen reported a drunken driver northbound on Highway 61 near Twin Bluffs, Minn., crossing over boundary lines into the median. The witness pointed out to responding officers the driver’s white Ford Explorer parked on Twin Bluff Drive.

Officers found the driver, Beth Ann Schams, 47, of La Crosse, Wis., lying down on the seat. Schams told police she was sick, but officers smelled a “strong” odor of alcohol and noticed slurred speech and bloodshot eyes. She admitted to having “only a couple of drinks,” according to police reports. Police arrested Schams after she failed a preliminary breath test. In custody, she refused to take an evidentiary breath test.

Charges of fourth-degree drunken driving and third-degree test refusal are referred to the county attorney’s office.
