12:35 p.m. — Patrick Robert Davis, 20, of Winona, was cited for underage drinking when he went to the Law Enforcement Center to pick up his towed vehicle. Davis smelled of alcohol and a breath test found his blood-alcohol concentration to be 0.01 percent.

1:56 p.m. — Police referred Tina Louise Houston, 30, to the county attorney’s office for theft charges. Houston had rented a bedroom set from 1st Choice, formerly Lebakkens Rent to Own, and has since moved from her residence in Wabasha, Minn., without returning the furniture. The rented items — a dresser with a mirror, a headboard, footboard, nightstand, mattress and box spring — are worth $1,091.61.
