Area police agencies team up to enforce seat belt use

Buckle up or face a ticket.

More than 30 agencies in southeast Minnesota will join forces over the next two weeks to enforce seat belt use as part of the statewide Safe & Sober “Click It or Ticket” campaign.
Winona police officers will work 150 hours of overtime, specifically targeting traffic enforcement between Monday and June 1, Deputy Chief Tom Williams said. Some areas in the city may have three or more marked squads working as “high visibility” enforcement.

The campaign comes in the wake of a recent Winona police survey, in which officers observed 49 percent of people in the Winona area wearing seat belts, Williams said. That falls well below the state average of 83 percent, he said.

“Click It or Ticket” is designed to educate people about seat belt use and encourage drivers to buckle up, Williams said.

“The program saves lives,” he said, “and ultimately saves dollars.”

According to the Department of Public Safety’s Office of Traffic Safety, 82 people not wearing seat belts were killed and 190 more were seriously injured in the southeast Minnesota region between 2004 and 2006, resulting in an estimated $26.2 million in medical expenses. Of the 11 people who died in vehicle crashes in Winona County, five were not wearing belts, according to the OTS.

A 17-year-old girl, Britney Stiehl, who was not wearing a seat belt, died in a head-on crash Feb. 4 on U.S. Highway 14.

Seat belt violations are classified as a secondary offense, meaning drivers must violate another traffic law — such as speeding or running a stop sign — before they can be pulled over and ticketed for not wearing a seat belt, Williams said. Seat belt tickets can cost more than $100.

The Minnesota House of Representatives recently voted against a bill that would make seat belt infractions a primary offense, the same category as running a red light or driving over the centerline. The bill would have banned new teenage drivers from using a cell phone to talk or send text messages while driving. Several versions of the bill have passed the Senate in the past but have been unable to clear the House.

Participating agencies include the Winona, Houston and Fillmore county sheriff’s departments and the Winona, Goodview, St. Charles and Red Wing police departments.

The group is one of the first and best coalitions in the state that works together to actively enforce traffic safety, Brad Kollmann, law enforcement liaison for the OTS, said.

“There’s no doubt in my mind there are people on this earth because these people are dedicated to saving lives,” he said.

This isn't something that the chief pulled out of his butt just for fun. Police are responsible for more than just kids egging cars and the crack dealers. Just who comes out with the cash? Wasn't the reason the city went to the Administrative Ticket was because so little of the fine was going to the city to cover the expenses? "

What have you done to make the department better? What leadership role did you take on to make it better? Or, were you just one of those that always sits back and complains behind the boss' back and never had the ambition to take on a leadership role to make it better? As for DWI arrests, I have read over and over again in the blotter about why cars were stopped and not just for having an airfreshner hanging from the mirror either. How close to retirement are you? May be you could get an early retirement and leave. You and the rest of us might be better off with a person that wants to do the job. "

" I read the article. Do you think the DWI arrests at 1:30AM are the cops stopping people for DWI. No, they follow them and find something else wrong, stop them and arrest them for DWI. The same is true for seatbelts. If they see you aren't wearing one they can follow you for a short time and stop you for some other reason. That is what they will do during the seatbelt campaign also. Like it says, they can't stop you just for seatbelt. Why didn't they do that during the survey? Why don't they do it all the time? Why do they need a special saturation? "

" To me, wearing a seatbelt when I get into the car is second nature if I'm in the front seat. I've found if you are in the back seat, especially for someone my size, they just don't fit me. But hey, that is the risk I take. As far as everyone else, if you don't like to wear seatbelt, fine. Don't get caught speeding or anything else. And don't expect any sympathy from me if you get injured in a car accident. As I say with other stupid things people do, it's God's way of eliminating the stupid people. "

" Personally using my seatbelt is second nature. I have seen partial ejections (trust me, a person who only makes it halfway through the windshield is not a pretty site), legs crushed into the firewall and wrapped around brake/gas pedals, etc.... I feel the minor inconvenience of a seatbelt is worth the possible alternative. I also feel that is MY choice and there is nothing wrong with a little Darwinism in the world. The government was not meant to protect me from me, nor you from you. "

The cops that were doing the survey of seatbelt use could have been enforcing that law instead of just counting violators. Sorry about the young girl dying in a head-on but facts are she would not likely be saved by a seat belt in a head-on. A head-on is almost always fatal, regardless of seatbelt use. "
