March 29

9:40 p.m. — Employees at Midtown Foods on Gilmore Avenue reported a man shoplifting six steaks and kielbasa sausage all worth about $49. Police issued a citation for misdemeanor theft to Nicholas Robert Speltz, 47, of Winona.

April 18

9:22 p.m. — An altercation at Northwoods Lounge at Fifth and South Baker streets resulted in James Alois Pronschinske, 51, of Winona, receiving a ticket for disorderly conduct. He grabbed a man in the bar, took his beer and told him to get out of the bar. A struggle ensued, and the victim reported getting hit by Pronschinske.

Pronschinske did not return a statement to police, so he was cited based on the victim’s account of the incident.

Wednesday

1:17 a.m. — Officers were dispatched to the area of Third and Johnson streets on a report of a fight. The altercation started inside Brothers Bar and spilled into the street after someone punched a bouncer. Officers stopped the fight and cited Jeremy Joel Fox, 22, of Chippewa Falls, Wis., for disorderly conduct.

2:13 a.m. — An officer on routine patrol found clothes scattered on Mark Street and saw a light on in an apartment above the clothes. Officers found the apartment’s door kicked in. Inside, they found Jason Paul Mullen, 25, of Winona, and a 22-year-old woman he was not supposed to have contact with. Mullen was arrested and referred to the county attorney’s office for charges he violated a domestic abuse no contact order.

Tuesday

4:55 p.m. — A leaking tank of anhydrous ammonia was found on Equine Drive about one-tenth of a mile east of Highway 74 in St. Charles. The tank, owned by Progressive Ag in St. Charles, tipped over while being hauled by a pickup truck. It was unclear if a valve broke or if the tank was punctured, but the entire contents of the tank dissipated into the air. No one was hurt and no homes were impacted by the leak. The case is under investigation.

10:57 p.m. — Deputies recovered a stolen car near the intersection of County Road 35 and Omeara Drive south of St. Charles. The silver Chrysler was reported stolen out of St. Paul on April 22 and was found with another vehicle’s license plates on it. It remains in custody of the sheriff’s department for fingerprint testing.
