Drug dealer gets long prison term

.
A Chicago man convicted of selling large amounts of cocaine in Winona last fall was sentenced Thursday to nine years in prison.

Carl Dickalo Gipson, 33, was also ordered to repay $375 to law enforcement for the cost of his prosecution. Gipson received credit for 129 days served since his arrest in Chicago on Dec. 24, 2007, and will be eligible for parole in December 2013.
Gipson accepted responsibility for his crimes as he apologized to the court.

“I apologize to the community at large: Winona, Chicago and Wisconsin for the crimes I committed,” he said. “I am ready to move on with my life.”

As a suspect in last fall’s Operation Watchful Neighborhoods drug bust, Gipson was charged with eight felony counts of selling cocaine.

He pleaded guilty to one count, admitting he sold 7.03 grams of cocaine to a police informant for $250 on Sept. 12, 2007. As part of a plea agreement, prosecutors dropped the remaining charges.

Gipson was previously convicted of selling cocaine in Winona in 2005.

He served a 2½ year prison sentence.

" BET is as much a representation of the black community as CMT is of the white. Any idiot who bases his image of the average black man by what he sees on this channel is far too ignorant for me to even address......so I will just move onto WSUAlum. Ever generation has it's "badasses". Gangstas have taken the place of greasers, who took the place of the real gangsters. To say this group is the first or most prominent to glorify violence while degrading women shows just how small your scope of experience is. "

" To stereotype like this is wrong, to observe is a different subject. Here is my problem, all of this urban influence on white America. Now more than ever we can see that children think that it is cool to be something that theyre not. That crime is okay and it is fine to constantly degrade women, saying things like super soak dat ho just because these so called role models rap about it. And as far as police go inherently crime is more prevalent in intercity areas, where blacks reside. More crime = more police. More police = more arrests. It is not racial profiling it is the law of probability. "

" I saw what I saw on BET. BET was started by black people for black people and sold to white people. They were BLACK people not white people in black face. Maybe they are traitors to their race? Maybe they were paid by whites to say those things? Im sure you will have an excuse for everything bad black people do because it is really just the racist white people making them do it. Black people are not responsible for their own behavior. Black people choose not to be a part a society. If black people do try to integrate with society and speak American English, they are ridiculed by their own people. It is the black community that keep black people down. "

" no one says "right on brotha" whites use that when mocking Blacks. rappers are on tv bragging about the crimes? you are lying wonder the reason you took offence to my comment is because you are a racist you will never be brave enough to approach an intelligent Black with this idiotic rhetoric you posted what have you done lately to assist the black community that you seem so "concerned" about police have alot to do with the crime element in black neighborhoods you and your racist buddies will continue to stereotype all Blacks based on a few and gather in places like this to spew that hate in secret i almost wish we were still segregated openly that way people like you would not be so hidden you need to think before you type the attitude you have has racist written all over it.God Bless "

" u mean to tell me the government can keep insurgents out of Iraq but cant keep guns off a street corner? Most people are afraid to report crime because the police have a lack of concern or response to the violence then they are forced to live around the ones they tell on placing them in danger this happened to me right here in Winona And you look at BET for insight on Black America? Bet is owned by whites and most record executives are white Further more you think rappers are doing the things they rap about? No more than the Arnold is running around blowing up people like terminator rap is no different THIS GREAT COUNTRY OF YOURS WAS BUILT ON VIOLENCE THATS WHY IT WILL ALWAYS BE HERE TILL AMERICA REPENTS AND TURNS BACK TO THE GOD WHO HAS ALLOWED IT TO EXSIST FOR SO LONG... "

" to StopRacisimInWinona "probly more white than blacks considering white is the majority" Probably, does not make it so. You think that the police are ignoring the white dealers to arrest the black ones? I think not. Just look at the BET channel to see how blacks glorify crime, violence and criminal behavior. I watch interviews with rappers crowing about all the "street cred" they get by committing crimes. Then instead of admonishing them, the interviewer just agrees with the idiotic point by saying "right on my my brotha" and thus encouraging it further. That is the problem. Blacks don't see crime as wrong. "

" The system isn't helping the problem its called addiction. Locking him up dose nothing but waist time. You think this solves the problem there is drugs in prison also. Lets stop clogging up the prisons and treat the problem. "

StopRacisimInWinona wrote on May 2, 2008 10:32 PM:

" eat crow why? there are black an white dealers in Winona probly more white than blacks considering white is the majority....you ever think that maybe dealers come here because a criminal element already exsists? and why is it that only the Black dealers seem to be the targets of these undercover stings? maybe because they stand out more. I dont think every black in winona is from chicago no more than i think inspite of all the dirty suspicious looks an indignant tones i receive from some whites, that every white in winona is racist...there is a way that seems right to man but it leads to death you need to examine your motives before you speak n type long after the dealers leave the town will still have crime and still have hate mongers like you looking fot a place to lay blame...God Bless... "

" I think that the people who think the "war on drugs" is a good idea should have to pay for it. I for one, do not like to see my taxes wasted on a program that has been proven over and over again to be a total failure.

Also, 7 grams is not a large amount of cocain Mr. Behr. This guy was a street level dealer, who has most likely been replaced by a new dealer. You don't need to sensationalize the story, just print the facts. "

" Perhaps a stronger deterrent would help. More death penalties, less recidivism, less interest in getting caught with drugs. ;) "

" I'm sure I'm not the first person to say this, but the "war" on drugs is severely flawed. Dealers are the targets. News flash: just as it is for any product, as long is there is demand, there will be supply. If you arrest one drug dealer, someone else will take over his/her customers. The only way to put drug dealers out of business is to figure out how to stop people from wanting to use drugs. Spend less on enforcement and more on intervention and education and I bet you get better results. "
