Board tables Giel Field lease levy vote

The Winona Area School Board voted Thursday to table a decision on a possible increase to a lease levy for renovations to Paul Giel Field until the May 15 school board meeting.

The board approved a lease levy of $500,000 in April to make renovations to the track and fields at Paul Giel, and use it as the new site for Winona Senior High School sports teams. The district entered into a joint powers agreement with Winona State University and the Morrie Miller Athletic Foundation to share the costs of renovations, which totaled about $2 million.
In a presentation to the board, district activities director Mark Winter said the project’s architect recommended installing an artificial surface instead of grass on the football field to increase the amount of use the field could sustain and to reduce the risk of the field deteriorating. The field would cost an additional $400,000 over initial estimates, and the district’s contribution would be $150,000.

Instead of voting on the proposal, school board members asked their constituents to voice their opinions on the levy. “It’ll be hard for me to ask taxpayers to come to the table again,” said board member Kelly Herold.

The original lease levy, which is similar to the one used to fund the Winona Area Learning Center, had already been sent to the Minnesota Department of Education and had received a favorable review. An amended levy would need to be sent to MDE if the board increased the amount, a prospect several board members expressed reservations about.

" Why spend money on a field that is just fine? The WSHS Baseball field is the disgrace. Winona High has the worst baseball field in the conference, by far. There's no reason to spend money on the football field that is just fine, they should put the money towards the baseball field instead.

And Winona 35, the baseball and softball teams can't play on Paul Giel field, nor should they have to. Either way, we certainly wouldn't be practicing before any other team in the conference, because field turf still gets snow on it, and you can't practice baseball in the snow without taking the chance of someone getting injured very quickly. "

" I agree with the figure as far as field up keep goes. It is also in public record if you want to check it out. I think it is a no brainer.If they were to wait and try to do turf later you can plan on spending 1 million and would have to drive over the track which could cause damage! Would that be a shame! The area soccer program can hold big summer event and us the field. The Morrie Miller Youth Football teams can play all games on these fields. Baseball and softball would be able to be outside practicing way earlier than any other team in the Big9. I for one am willing to go without my $2.00 cup of coffee for 2 days to improve the surface at Paul Giel, Are you? "

" goodview guy- add together mowing the field twice a week, the expense of watering it daily, spray paint to get the lines on it during the football and soccer seasons and having maintanence on call during those events as well. it adds up. cause they will or have started mowing it and will mow it until october. thats a lot of time mowing. i do not question that figure at all "

" Just My Opinion, you are wrong on one point, WAPS has just raised your taxes almost $3M due to a new leasing scheme someone has discovered. Now they just buyild what they want with no regard for the tax payer at all. They run in the red using referendum money to stay afloat and yet they continue to make bad real estate moves and build buildings and tacks when we have half empty schools and declining enrollment. " winona state should pay for it all for stealing the lincoln building from the public..
why did cotter get so much for their similar building?? if the winona school board was a bussiness it would have been out out of bussiness long ago...mangage your budget then maybe ask for more instead of wasting our money...i am sure if everything was legit the public wouldnt be so angry..... "

" The school board is the only government unit that needs to beg the public for funding. Other local and state government units just raise our taxes as they please and the only place they can be held accountable is at the next election. Now that the school board as found a limited way to do the same hopefully they will be held accountable at the next election! What bothers me the most about this proposal is that less than 10 years ago there was a new all weather track put in at the high school. Why is that needing replacing already? Why wasn't it maintained? Should we be holding our building and grounds manager to a higher standard - shouldn't be too hard to raise that standard if you look at how our facilities are maintained. "

" Wow, I actually thought we were going to see Kelly and Vicky vote against something that Paul Durand really wants. That would have been something to see. But it was just an illusion, as they decided to table the vote instead. Next meeting Kelly and Vicky will say they really don't feel good about spending the money on athletics and then vote yes for the field turf. No use in making Paul mad. "
