2:50 a.m. — Police stopped Kaitlyn Frances Carothers, 20, of Minnesota City, for running a red light at the intersection of Broadway and Franklin Street. She appeared intoxicated and was arrested. A breath test at the jail found her blood-alcohol concentration to be 0.08 percent. She was charged with drunken driving, underage drinking and driving with a suspended license.
Sunday
12:06 a.m. — Officers found a vehicle parked at the band shell in Lake Park after closing. Several people were in the car and Justin Lee Skroch, 18, of Fountain City, Wis., was cited for underage drinking. A 15-year-old girl from Independence, Wis., was also cited for underage drinking.
6:38 a.m. — Police responded to a burglary at Matejka Recycling in the 800 block of West Third Street. Entrance appeared to have been gained through a back, overhead door. A safe in the building’s office was pried open and rolled coins or blank checks may have been stolen. The safe contained no other cash. Also missing from the building were wooden duck decoys and two antique brass fittings and hose nozzles. Police have no suspects.
4:27 p.m. — Justin John Dionysius, 21, of Winona, was cited for trespassing in the 1700 block of West Wabasha. He is not supposed to be present at that residence and officers found him sitting in the apartment upon their arrival.
4:44 p.m. — Police stopped Ryan Thomas Grotjahn, 36, of Milwaukee, for speeding in the area of Broadway and Mankato Avenue. He was taken to the Winona County Jail and a breath test found his blood-alcohol concentration to be 0.14 percent. Police also found open beer cans in the car. Grotjahn was cited for misdemeanor drunken driving, speeding and open bottle. His brother, Glen Matthew Grotjahn, 41, of Milwaukee, was a passenger in the car and was also cited for having an open bottle.

Thursday
3:31 a.m. — A deputy stopped to check out a vehicle parked in the middle of County Road 18 near Cemetery Road outside Utica, Minn. The driver of the vehicle, Bernie Allen Erdmann, 45, of Lewiston, appeared intoxicated and was arrested. A breath test taken at the jail found his blood-alcohol concentration to be 0.10 percent. Erdmann was cited and released for misdemeanor drunken driving.
Friday
8:50 p.m. — A deputy stopped to speak with the driver of a vehicle parked on the side of Highway 14 just west of Lewiston. Mathew Scott Randall, 23, of Winona, said he was having some car trouble. The deputy checked Randall’s name and arrested him on an outstanding warrant for failing to complete community service. During a search of
Randall’s car, police found a soda can and a plastic bag with trace amounts of marijuana in them and cited Randall with possession of drug paraphernalia.
Saturday
1:55 p.m. — A St. Charles man reported a 4-foot tall spool of about 700 feet of aluminum coated coaxial cable stolen from his property on Highway 74 in St. Charles. The cable was worth about $1,000 and police have no suspects.
