For Saturday, April 12, 2008 Winona / Thursday 2:44 p.m. — A 16-year-old girl from Utica, Minn., was cited for damage to property at the Family and Children Center at 223 Center St. She reportedly “threw a temper tantrum” and punched a 3-inch by 8-inch hole in the wall, causing $100 in damage.
