Friday morning, April 11, 2008 Winona Thursday 2:44 p.m. n A 16-year-old girl from Utica, Minn. was cited for damage to property at the Family and Children Center at 223 Center St. She reportedly “threw a temper tantrum” and punched a 3-inch by 8-inch hole in the wall, causing $100 in damage.
