Police ticketed four men living at 323 W. Broadway in Winona for a loud party. Police believe more than 50 people might have been at the house or on the property when the complaint came in at 10:34 p.m.
When police arrived, they noticed as many as 30 people outside. Police reports indicate officers have been to the residence several times before with similar complaints. When the police contacted the renters, they seemed nonplussed by the irritated neighbors standing outside.
According to the reports, one renter told police it didn’t matter because the last loud party ticket only cost him $25.
Police gave each of the four renters a loud party citation. The renters were: Taqouri Perri Lott, 23, of Winona, Gage Chambers Davidson, 22, of Winona, Thomas Joseph Vollman, 21, of Oak Park, Ill., and Walter Peter Mannino, 22, of Winona.
Police took Lott into custody because of an outstanding felony warrant. It is unknown what the warrant was for or where it was from, police said. He will spend the weekend at the Winona County Jail and is expected to appear Monday in Winona District Court.
Shortly after midnight, police received a call reporting a man knocking on the door of the historic Huff/Lamberton House. The property, formerly housing for senior citizens, is on the market.
When police arrived they found Dylan Taylor Kelly, 20, of St. Paul, knocking on the door, apparently disoriented, according to police reports.
Kelly’s blood-alcohol content registered 0.22 percent. Police took him to Community Memorial Hospital and cited him for underage consumption.
At 1:22 a.m., police in downtown Winona noticed a man standing suspiciously in the doorway of a building, near 123 W. Third St. When the police officer investigated, he found fresh liquid and a strong urine odor.
Police cited Daniel Paul Zielski, 22, of Winona, for public urination. Zielski admitted to officers that relieving himself in public was “a stupid idea,” according to police reports.
At 3:05 a.m., police were at an apartment at 105 Laird St., responding to a loud party complaint.
When they arrived, they heard loud voices and saw that coats had been used to block the windows, according to police reports. When officers knocked on the door, no one answered. They made contact with the landlord, who, in turn, made contact with the renters.
About a half hour passed until the renters finally contacted the police. According to the police reports, the renters didn’t open the door when police knocked because “they didn’t know what to do.”
Police reported about 10 people in the apartment at the time. They cited Nicole Christine Hegge, 19, of Winona for loud party, noisy gathering and underage consumption. Her blood-alcohol content measured 0.072 percent.
Police also cited Kelly Jo Bauer, 18, of Winona for loud party, noisy gathering and underage consumption. Her blood-alcohol content registered 0.052 percent.
Police also cited a 17-year-old girl from Galesville, Wis., after they noticed her making a dangerous turn at the Broadway and Grand streets. They smelled alcohol on her. Her blood-alcohol content registered 0.10 percent.
She was ticketed for fourth-degree DWI.
