The Bloomington, Minn., couple plans to open Rubio’s, a new Mexican and American cuisine restaurant coming mid-March in the Winona Mall where Putnam Gray’s and Victoria’s Café used to be.

The Rubios learned many things about the town and how their menu stacked up against Tequila’s, Chula Vista, Taco John’s and Taco Bell.
“There’s stuff on our menu they don’t have,” said their daughter, Maribell Rubio.
Particularly, Rubio’s broiled chicken marinated overnight, fajita sandwiches and tortas — lightly buttered homemade bread toasted and loaded with beans, lettuce, tomatoes, onions and meat of choice.
“It’s big and it’s good,” she said.
Rubio’s menu will include steaks, shrimp and fish as well as a daily lunch buffet at “student” prices.
The Rubio family will soon move to Winona from Bloomington, where they ran a La Pinata Mexican Chicken restaurant for four years.
The eatery is part of another round of shuffling at the Winona Mall after Pet Parade, Maurices, Machine Shed, a DVD rental store and jewelry store moved out in the last year.
The mall will undergo a complete renovation this spring and construction should be completed early summer, said mall manager Mark Rieger.
A real estate company will be moving in across from Hallmark Gift Store and Snap Fitness will more than double its current size from 2,300 square feet to about 5,300 Rieger said.
Jake Del Pino, who plans to finalize ownership this week of Snap Fitness, said he plans to model the Winona location after the Red Wing, Minn., franchise he owns. Showers, more workout equipment and space for group activities are in the works, he said.
