Community sales tax idea just won’t fly

As the Winona City Council and the Winona County Board look for new ways to produce revenue, they keep coming up with an old idea — a community sales tax.

The city has a laundry list of improvements, and the county wants to build some more office buildings and a new jail. Our local lawmakers tell us the reduction in state aid has them looking at the sales tax option.
A city/county-wide sales tax has two roadblocks. The state — and a governor who wants to hold the line on taxes — would have to approve the idea. After that, the voters of the city of Winona and Winona County would have to approve a referendum.

It’s an uphill battle, and it’s a shame the city and county are so determined to create this new tax. Anyone who lives here will tell you a sales tax referendum doesn’t have a prayer of passing. It doesn’t matter how worthy the projects might be. This community isn’t going to pass a tax on itself.

It’s time the city council and county board quit dreaming about the sales tax as a solution to their problems. Both governments have the power to raise taxes. Our governments have enough ways to get into our pocketbooks. Use those ways to pay for the new projects. We won’t vote to give you another angle to add a tax on ourselves.

A pothole by any name ...

This is pothole season. My truck seems to be a magnet to every big hole and dip in the road.

I refrain from jumping to criticism when my wheel finds a pothole that rattles my teeth. I called Jack Vaughn, the Winona Street superintendent. He didn’t return my call, but his assistant, Tom Scott, followed up. I’m sure his schedule revolves around the weather and snow. There’s snow in the forecast. It has been a busy year for snowplow drivers.

Folks who have been around longer than I say, “Art Brom wouldn’t let things get this bad!”

Brom was the city street superintendent during the 1965 flood. I’m sure there were potholes during Brom’s watch.

I’m sure Art had fewer roads to look after, but I’d guess he had more resources. Now, the city has more than 120 miles of streets. Add to that 16 downtown parking lots, four harbors, five pumping stations and more than 200 alleys.

When I drive through a pothole that I know will cost me an alignment, all the miles of roads, alleys and parking lots the city has to maintain offers me little comfort.

I’m sure there are enough potholes for everyone. I have my favorites, but I know they will get fixed eventually — as soon as it stops snowing.

We like to lend a hand

This week, a woman wrote a nice letter about four men who helped her out of a ditch after she lost control of her car. I’d like to think many of us would do the same.

While I haven’t slid into a ditch, I find myself needing help often. Using a wheelchair has its disadvantages. I find myself needing help to get around. I find that this community has a lot of people who are willing to help.

I know there are some less-friendly people out there, but I’ve yet to come across any of them when I’m asking for help. A few months ago, I found myself planted on the parking lot of a grocery store. People rushed out of the store to help me back into my chair. At more than 300 pounds, the help I needed was more than a small effort.

Call it “Minnesota nice” or just being very pleasant, you’ll find most people to be very agreeable and willing to help when approached. That’s been my experience.

It makes it very easy to live in such a friendly town. Test it out yourself. Flash a smile at a total stranger; I’ll bet you get one back.

One of my latest challenges is to get my wheelchair out of the back of my truck. I’ve got a corps of good friends who know I’m waiting in the parking lot for some help. Most of the time, someone sees me waiting in my truck and comes by to see if I need help.

Last week, I hailed a total stranger to get my chair out of my truck for me. Before I could thank him for helping me, he thanked me for asking him for help.

We read scary headlines every day. Those people do exist in Winona, but I need to remind you that the vast majority of the people who live in this community are really good folks who are more than happy to help you out or return a smile.

I didn’t pick this community; I was born here. I’m told it’s not easy to become a Winonan. I can’t say. What I do know is it’s very easy to find help when you need it. This community is loaded with people who mean well and do well.

That ought to bring a smile to your face.

All things considered Jim a few years back I could count on the primary City streets being plowed curb to curb. thats not happening now and there IZZ NO excuse. Why would I agree to more taxes. It's still value for dollars spent and i'm seeing nothing close for the bucks we're paying now. "
