Pawlenty open to special session for gas tax hike

ST. PAUL — Gov. Tim Pawlenty is willing to reverse his longstanding opposition to a state gas tax increase in the wake of the Minneapolis bridge collapse, a spokesman said Friday.

The state’s gas tax has been at 20 cents per gallon since 1988. Pawlenty had vetoed bills to raise it in 2005 and earlier this year.
“We’re willing to consider all options, including a gas tax,” said Pawlenty spokesman Brian McClung.

When pressed, McClung said Pawlenty would sign a bill with a gas tax as long as legislators accept some of his ideas for funding roads and bridges.

After meeting Friday with the Republican governor, Minnesota’s legislative leaders began putting lawmakers on standby for a post-Labor Day special session. Pawlenty said in an interview earlier Friday that he would likely summon lawmakers to St. Paul to respond to the bridge disaster.

No date has been set and the details of emergency legislation still have to be worked out.

The gas-tax shift is a huge political concession for Pawlenty, who has stood firmly against any state tax increases during his 41/4 years in office.

Pawlenty’s second-in-command, Lt. Gov. Carol Molnau, scoffed at the idea of a gas tax increase at a press conference Friday. Molnau doubles as the state transportation commissioner.

“If you think raising the gas tax will take care of the problems — because that’s how we’ve always paid for our infrastructure — it can’t keep up any longer,” Molnau said. “We do need to look for resources that we can count on long term. But I will tell you, we would have to raise the gas tax 34, 35 cents a gallon to do what you’re asking us to do. And I don’t think the motoring public nor the commerce in this state could sustain that.“

House Speaker Margaret Anderson Kelliher, a Minneapolis Democrat, didn’t immediately return a call for comment. Nor did House Minority Leader Marty Seifert, whose GOP caucus fended off an override of Pawlenty’s most recent veto. A bill containing an immediate nickel-per-gallon increase and more increases in the future fell seven votes short of override in the House this May.

Senate Transportation Committee Chairman Steve Murphy, DFL-Red Wing, said Pawlenty deserves credit for yielding on the gas tax.

“This notion we can buy things without having cash on hand. That’s behind us now,” Murphy said. “We need real money to solve real problems. The governor is starting to realize that.”

Murphy said he wants to see at least $1 billion in new transportation spending each year. Every penny the gas tax is raised would bring in about $30 million. Long-term borrowing, as Pawlenty has advocated, would likely be part of the package, Murphy said.

Rep. Gene Pelowski, DFL-Winona, said he discussed the prospect of a special session on Friday with House Republicans. He said legislators likely would consider not only a gas tax but an omnibus tax bill that Pawlenty also vetoed this spring.

The tax bill would contain millions in Local Government Aid that had been withheld, and could translate to roughly $1 million for Winona, Pelowski said.

" WHat is the governor's problem why do you have to raise the tax or gas price on gasoline. YOu need to stop that. IT is hard enough out in the world raise children as a single parent and on a low enough income. To the people who elected him you need to stop doing that look at what he is doing with the gas prices and some of us are single parents raising children and you elected someone like this. thanks alot. "

Fix the roads, repair the bridges; high quality infrastructure is the way to get ahead in the world. Just look what the interstate system got us; where would we be today without the interstates? "

" The Professional Civil Engineers Association did an appraisal of the status of Americas infrastructure. Suprisingly they gave an overall grade of D+. Bridges were ranked at a C level. Our roads were much worse and our water systems received a D- grade. Our underground pipes are in terrible shape. Many were put into place 80-90 -100 years ago. Big bills on the way. "

" Gas tax would be OK, if all the tax goes to road and bridges. The major problem look at some of the fine print, Light Rail, North Star rail, Transit, no matter what they say these three will get at least 60% or more, no matter what they say this is the bottom of the issue, beware. "

" Wisconsin will need to also invest heavily in its roads, bridges and water systems as they have been neglected as well. The Winona bridge will need to be replaced. Those who use it should pay. Tolls or a gas tax? Instead of the federal government spending all that money, billions a month, in Iraq that money could easily be spent by the states. Those who use are highways should pay. You don't drive much you don't pay much. You drive 10 miles a day the gas tax is nothing. You drive a thousand miles a week your beating up the roads. We also need a guv who does a much better job managing whats been given to him. "

Keep liquor stores open on a Sunday and increase the tax on these days, also I agree with Frank(listed earlier), cut off the dead beats who are not willing but are able to work, from State and Federal programs. I worked for the State of MN for over 20 years and I have paid into Social Security for 25 years... I'm going bankrupt...Good luck to the politicians-who capitalize on human tradigy. " Eliminate the programs that pay able bodied people to stay home and collect their free government money and we could pay for all of our infrastructure needs. Eliminate the other nonsense grants lobbyist and politicians' friends receive and we would never be in the red. Our roads and bridges need a lot of unskilled laborers to help repair and maintain them. I have just the people for the job, even if they too unskilled to do anything but pick up the garbage along side of the road. We just can't afford these handouts any longer. "

If you and I were up at the Capitol, and it was found that we were "milking" our jobs and stuff like this bridge tragedy were left to "slip by" our a_s's would be on the line! Why are we letting these guys take us for a ride?
