Police arrested Jeffrey Allen Hock, 42, on suspicion of criminal vehicular operation resulting in bodily harm, drunken driving, leaving the scene of a personal injury accident, violating a restricted driver’s license, having an open bottle in a motor vehicle, no proof of insurance and failure to yield the right of way.
The accident happened at the intersection of County Road 17 and Homer Road at about 6:40 p.m. According to the police report:
Hock was stopped at the stop sign and then pulled into traffic. His 1994 Dodge Dakota collided with a 1994 Oldsmobile Cutlass being driven by 19-year-old Jenna Lee Volkman, of Winona. With Hock’s Dakota rendered undriveable, he fled the scene on foot.
Officers arrived on the scene and checked the surrounding area, looking for Hock. They found him on the edge of the pond near the parking lot of Watlow Electric Manufacturing Co. on Bundy Boulevard. As an officer approached him, Hock entered the pond and tried to swim away toward Highway 61. As he swam, Hock held his cell phone out of the water, trying to keep it dry.
Officers yelled several times for him to return to shore.
“I’m coming!” Hock yelled back. “I’m just being stupid!”
When Hock returned, the officers placed him under arrest. He was taken to the Winona County Jail, where an intoxilyzer test found his blood alcohol level to be 0.08 percent.
Hock is currently in custody awaiting charges.
Volkman suffered a minor injury to her arm and received treatment at Community Memorial Hospital.
