Goodview officials say they’re concerned about how to prepare budget with dwindling savings

With the city’s principal savings account dwindling, Goodview officials say they will consider all avenues for trimming costs while preparing their budget.

City administrator Dan Matejka said council members have little appetite for another substantial property tax hike, following a 24-percent levy increase this year.
That could mean cuts to salaries, benefits or staffing for the city’s 13 full-time employees.

“We may need to look at staffing — are we overstaffed?” Matejka said. “There won’t be anything the city won’t look at.”

Matejka’s preliminary proposal for the 2008 budget will get a public viewing at the Aug. 6 city council meeting.

Mayor Jack Weimerskirch said the council will scrutinize employee salaries, benefits and capital-equipment spending. The council already has begun revising its policy on post-retirement benefits.

Matejka said the need to crimp spending was highlighted at the July 2 city council meeting, when auditors singled out the city’s unreserved general fund balance as a cause for concern.

That balance — also called a “Rainy Day Fund” — slipped to $116,000 last year, a quarter what it was three years earlier.

Auditors recommend keeping the fund at 20 percent of the city’s general fund revenues. Goodview’s was just 9 percent this year.

Weimerskirch links the troubles to a 2003 cut in Local Government Aid from the state. Ultimately, he says, the declining reserves mean Goodview could be in trouble in case of an unexpected expense.

“That unreserved balance has been steadily declining, and we’ve got to stop that and try to rebuild it,” Weimerskirch said.

Council member Bruce Brinkman says the city is also beset by unfunded mandates. Exhibit A, he said, is the planned radium filtration system for Goodview’s water, made necessary by a change in water standards by the Environmental Protection Agency.

“Everybody’s got a mandate above us, but nobody’s providing the funding for it,” Brinkman said.

Secondly, the police usually take the hits (see the blog entries here), but that's usually because some people have a problem with authority, and a uniform with badge is a very visible authority figure. " welcome leaders of Goodview to what the average joe taxpayer must face everyday. but unlike the taxpayer who can't just say i want more money from his employer, government can use it an excuse to just raise taxes (governments 'income'). my suggestion? bite the bullet and trim some fat, as a person who works in government, i know there is always a LOT of fat. just do the right thing and not just look at this as an opportunity to get deeper into average joes pocket, about all that's left is lint anyways. I like our identity, but at some point the "economies of scale" may tip the balance so far that we'd be shooting ourselves in the foot repeatedly by staying separate.
